RELEASE: School funding flexibility heading to the governor

INDIANAPOLIS – The Indiana Senate gave final approval to a measure to aid school corporations struggling to provide transportation services to students. Senate Democratic Leader Tim Lanane (D-Anderson) believes HEA 1062 will help to address the busing situation currently facing a number of school corporations, including Muncie Community Schools.

“This initiative will provide some much-needed relief to keep the Muncie Schools bus system operating and ensuring we get kids to school, said Lanane. “This is a step in the right direction but we must continue to seek a long-term solution. Bus transportation is a necessity, not an option.”

HEA1062 aims to provide some flexibility to meet busing obligations by allowing a school corporation that experiences at least a 10 percent revenue loss to the corporation’s transportation fund due to the property tax caps in 2014, 2015 or 2016 to use a proportional tax cap allocation for that year. A school corporation can also choose to restructure its debt if the corporation experienced a 20 percent or higher loss of levies as a result of property tax caps. School corporations must adopt a resolution to do so before January 2019.

The final conference committee report for HEA 1062 was approved by the Senate by a vote of 47-1, and the act now moves to the governor for his signature, veto or passage into law without his signature.
