State Rep. Milo Smith sees sponsored bills signed into law

STATEHOUSE- State Representative Milo Smith (R- Columbus) was the House sponsor for Senate Enrolled Act (SEA) 207, which deals with ballot language for school referendums, and SEA 420, which eases the property tax process for local governments. These bills were signed into law today by Governor Mike Pence.

SEA 207 changes the language to be used on the ballot when a school corporation conducts a school general fund referendum that the Department of Local Government Finance must approve or revise the ballot language.

“This legislation is going to give those in the voting booth more insight concerning a given school referendum because now the school corporation must give the precise reasons and desired application of the funds they are asking for in the referendum,” said Rep. Smith. “I want there to be greater openness and transparency in the budget process, especially at the local level. This is one way to achieve that.”

SEA 420 makes various changes to when property procedures are done. Before this legislation, the Department of Local Government Finance was required to determine the total assessment of each utility taxpayer by June 1. With this new law, property assessments and valuation must be completed by January 1 with and exemption filing date of April 1. School corporations who operate on a fiscal year budget will also have to meet and have their budgets finalized by April 1.

“While tax issues aren’t the most enthralling topics, this legislation makes changes, although technical, that will help ease the tax process for our local officials,” said Rep. Smith. “These changes are practical, giving a more realistic time frame for locals to complete evaluation processes and tax collection, and I am very proud to have played an integral part in this legislation’s passage.”

Both SEA 207 and 420 will go into effect July 1, 2014.
