PURPOSE

Develop and promote partnerships between higher education, the private sector, and public safety to enhance Indiana’s prevention, mitigation, preparedness, response, and recovery capabilities for all emergencies, disasters, or threats.

BOARD HISTORY

In the aftermath of September 11th, 2001, a paradigm shift began in emergency management and public safety. Tomorrow’s disaster managers needed to be educated and experienced to combat the looming threat of terrorism along with the everyday threats of natural disasters. Colleges across the country were beginning to develop homeland security and other public safety courses and degrees. With more than three dozen colleges and universities, Indiana saw the opportunity to train tomorrow’s leaders.

A conference was held by the Indiana State Emergency Management Agency (now the Department of Homeland Security) in the summer of 2004 with the goal of promoting emergency management and homeland security courses in the schools. The only one of its kind in the country, the Indiana Emergency Management/ Homeland Security Higher Education Advisory Board was formed as a direct result of feedback from the conference.
