The Department and the State Board of Accounts, in partnership with the IBRC, have been developing the Indiana Gateway for Government Units (“Gateway”). The Gateway allows local units to submit data to certain State agencies online. Local officials have the ability to submit budget forms and debt reports to the Department, and annual financial reports to the State Board of Accounts. After being submitted through Gateway, this information is immediately available for review by State agencies and is made available to the public via a data website shortly thereafter.
After a successful pilot program in 2010, the Department and the IBRC launched the Gateway Budget Forms application for 2011-pay-2012 budget submissions. This application required officials to “customize” their unit of government in Gateway by adding and linking funds and departments. In addition, officials were required to submit line-item budget estimates, estimates of miscellaneous revenues, June 30 cash balances, proposed tax rates and levies, and notices of adoption. Hard copies of the proof of publication and the signed adoption ordinance/resolution could be uploaded. County auditors had the additional ability of submitting certified net assessed values to the Department through Gateway.
Over 2000 units of government submitted their budget and tax information through Gateway in a digital, usable format for the first time. This feat was possible through an extensive education campaign by the Department, which included Department- and peer-led training sessions, user guides, demonstration videos, and on-call technical support throughout the budget season.
After the November budget submission deadline, the Department and the IBRC released budget, tax, and net assessed value data (as submitted by local officials) on a data site available to the general public. One can access this site at http://gateway.ifionline.org/. Visitors can generate custom reports, compare figures to population statistics, and download the entire dataset for further research and analysis.
Also following fall budget submissions, the Department launched Gateway Debt Management. This application allows units to submit information on outstanding debt as required by IC 5-1-18. In turn, this submitted debt information is reused in the Gateway Budget Forms application to determine certified budgets, tax rates, and tax levies for debt service funds. Currently, nearly 95% of units have complied with this requirement by either reporting debt or indicating they have none. Debt reports are currently being readied for posting to the public data site.
The 2013 Budget Forms application was launched on April 2 and is currently being used by local officials. A number of technical improvements have been made to this application to improve the user experience. Two budget forms previously completed on paper were incorporated into the application. This year is the first year school corporations will be submitting budgets in the Gateway environment.

Only one official per unit of government is permitted to have submission rights in the Gateway Budget Forms application. However, it is easy to delegate editing or read-only rights to other individuals. For Gateway Debt Management, an official can also delegate submission rights to multiple persons. By default, school superintendents are given submission rights for Gateway Budget Forms and Debt Management. A school superintendent that would rather relinquish authority and transfer the responsibilities to the corporation treasurer may do so by completing and returning the following form:
