IRP (International Registration Plan

Effective July 1, 2008

Definition – Apportioned Vehicle:
Clarifies that a vehicle not used in more than one jurisdiction for 18 months is no longer eligible to register for IRP at its next renewal.

Reporting Period:
Indiana Staggered 2008 Renewals starting in October, November, or December, will report actual distance for the registration period of July 1, 2007 through June 30, 2008. Each year following the current reporting period will be required for October, November and December.

Calculation of Apportion Percentages:
Actual distance is required for any vehicle registered during the reporting period unless:

  • The registrant has neither owned nor leased apportioned vehicles for 18 months prior to the application date; or
  • The fleet was apportioned for no more than the last 90 days of the reporting period

Fleet Consolidation
A registrant may combine two or more existing fleets of its apportioned vehicles. In such situation, the apportioned fees of the vehicles in the resulting fleet shall be determined according to the actual distances accrued in the reporting period by all the vehicles in the resulting fleet.

New Fleets
A new fleet does not automatically qualify for estimated distance.

Actual distance is required if:

The new fleet is composed entirely, or primarily, of vehicles that the applicant operated or controlled during the reporting period, and the vehicles drove actual distance in the jurisdictions that the applicant wants apportioned registration.

This includes vehicles previously apportioned under long-term lease to a motor carrier (including the driver) if the operation will reflect the operation under the long-term lease.

Plates of Withdrawn Vehicles:
Cab Cards no longer need to be returned to the Base Jurisdiction for non renewed vehicles.

Added Jurisdictions:
A registrant may add a jurisdiction to an existing fleet during the registration year.

If the fleet was previously apportioned for the added jurisdictions for more than 90 days of the reporting period, the registrant must declare actual distance.

If registered for less than 90 days of the reporting period, the registrant has the option of using actual or estimated distance.

ALL ADDED JURISDICTION PERCENTAGES WILL BE CALCULATED OVER 100%

Percentages for the existing jurisdictions will not change at any time during the registration year.

OSW (Oversize/Overweight)

We will soon have a new web based permitting system in place! You will soon be able to order your permits on the internet and print them at your desktop!

This system is dramatically different from what we were using in the past. Some of the highlights include:

  • You will have 24 hour access to the internet system, allowing you to submit permit requests anytime, day or night.
  • You will be able to obtain a permit immediately if you select a route from a pre-determined list, and your vehicle and load are within the dimensions of the route.
  • If you do not select a route from a pre-determined list, our analysts will review your permit application during business hours, and will respond immediately and electronically.
  • You can print the permit on your printer, save it to your hard drive to print later, or fax it to another location.
  • Every carrier will need to have a system generated permit in their vehicle: no handwritten permits will be allowed.
  • You will not be able to order permits from our office over the telephone.
  • You will be able to use an automated, 24 hour telephone system to order special weight and certain annual or quarterly permits.
  • You will not be able to fax your permit requests to us.

IFTA/MCFT (Fuel Taxes)

As of July 1, 2006, all fuel tax refunds may be applied to any outstanding tax liability.

A quarterly return must still be filed even if there is no fuel tax activity for a reporting period.

A 2007 fuel tax license must be obtained before the Indiana Bureau of Motor Vehicles will issue an intrastate (only in Indiana) vehicle registration and license plate.

A fuel tax account cannot be closed until all quarterly returns have been filed and any outstanding liability is paid in full.

CDL (Commercial Driver's License)

To assist Hoosiers with a Commercial Driver’s License, MCSD offers a new Integrated Voice Response (IVR) System. The IVR allows a driver or carrier to check the status of a driver’s long-form physical at any time. In Indianapolis, dial (317)615-7433 to reach the IVR. Outside of Indianapolis the system is available at 1-866-829-0501.

We are piloting a skills test application which will electronically upload the results of a passed CDL skills test to any Indiana license branch for the issuance of a CDL license!

School bus endorsements were issued to 16,728 CDL drivers in the State of Indiana. This was required by the federal MCSIA safety act. The majority of these drivers qualified for an exemption from the skills test due to the fact that they had “good driving records” and were regularly employed as school bus drivers for the previous two years. The “good driving record” was established as of July 1, 2005 by displaying a posted indicator to each record showing whether the driver qualified as having a “good driving record” or not. The State will run these records again in November to make sure that all drivers who did receive the exemption are eligible. If the status of a driving record changes from July through September 30, 2005, these drivers will be notified by mail that they have 30 days to complete a skills test in a school bus to retain the “S” endorsement.

We awarded contracts to two new third party test sites so that they may provide the CDL driving skills tests to applicants in the State. These two new locations are C-1 Professional Training in Fort Wayne, and Truck Driver Institute of Indiana in Indianapolis. Insurance and Safety

April Update: Notice of UCR

As of Jan. 1, 2007 the Single State Registration System (SSRS) is no longer valid. The Unified Carrier Registration Agreement (UCRA) was created to replace SSRS.  

The Department has notified affected carriers of the proper renewal procedure. At this time, affected carriers of UCRA are interstate private and for-hire carriers, brokers, freight forwarders and leasing companies. 

Under the new UCR program for interstate carriers there will be no registration receipts issued; therefore, you will not have a registration receipt for your vehicle.  You may carry a copy of receipt of payment in your vehicle, but it is not required.

NOTE: Nationwide Enforcement will start on June 1, 2008.

NOTE:  Private Passengers interstate only carriers are not required to register and pay fees under the UCR.

NOTE: Intrastate For Hire and Private Haz-Mat Carriers are required to renew for 2008. Registration receipts are issued to these carriers and must be carried in each vehicle.
