Forensic Diversion Programs (FDP’s) are dedicated to providing treatment alternatives for chemically dependent offenders who have long-standing histories of chemical dependency coupled with criminal behaviors and in some cases, co-occurring mental illness.  These are multidimensional programs. The professionals who collaborate within the program are psychologists, psychiatrists, addiction therapists, mental health counselors, technicians, community corrections case managers and nurse practitioners.

The Division of Mental Health and Addiction (DMHA) currently utilizes state funds to support two FDP’s which include treatment for addiction and co-occurring disorders.  One is located in a secured environment provided by Community Corrections and the other is a community based program. A FDP, as defined by IC 11-12-3.7-4, means a program designed to provide adults an opportunity to receive community treatment and other services addressing mental health and addiction instead of or in addition to incarceration. FDP’s are available to an adult:

(1) who has a mental illness or addictive disorder, and

(2) who has been charged with a crime that is not a violent offense.  

The FDP located in a secure environment provided by Community Corrections serves the following Indiana counties: Washington, Ripley, Scott, Switzerland, Bartholomew, Brown, Clark, Crawford, Dearborn, Floyd, Harrison, Jackson, Jefferson, Jennings, Lawrence, Monroe, and Orange counties.

The community based FDP serves the following Indiana Counties: Randolph, Wayne, Fayette, and Union. 

In addition to funding two forensic diversion programs, DMHA received an Offender Reentry Grant in 2009 from the Substance Abuse and Mental Health Services Administration (SAMHSA).  The grant is called Community and Reentry Enhancement (CARE) Project.  CARE is a federally funded program providing individualized care, access to treatment, and community support services in 6 southern Indiana counties to men and women leaving the Indiana Department of Correction (IDOC).  The Substance Abuse and Mental Health Services Administration (SAMHSA) funds Project CARE in partnership with the Indiana Division of Mental Health and Addiction and Centerstone of Indiana, Inc, (a comprehensive community mental health agency).  The main goal of this program is to keep individuals from re-offending. The project offers individualized and complex wrap-around services to adults in a community setting, focusing on the transitional period between a state correctional institution and their home community. Wrap-around services include, but are not limited to, mental health and substance abuse treatment, vocational services, assistance with finding housing, and community support.

Indiana counties that benefit from Project CARE are Bartholomew, Monroe, Orange, Crawford, Harrison, and Washington.
