The Honorable Noell F. Allen

Noell F. Allen is an Administrative Law Judge (ALJ) with the Indiana Civil Rights Commission. Judge Allen presides over cases of discrimination in the areas of housing, employment, education, public accommodations, and credit. Judge Allen received her Bachelor’s of Science degree in Hospitality Management with a concentration in Food & Beverage magna cum laude from Bethune-Cookman University in Daytona Beach, FL, (’02) and was a UNCF/CitiGroup Fellow. She received her JD from Indiana University Robert H. McKinney School of Law in Indianapolis, IN (’07). Prior to her position at the Civil Rights Commission, Judge Allen was an ALJ and ALJ Supervisor for the Indiana Department of Workforce Development. Judge Allen is currently pursuing a Certificate in Judicial Development at the National Judicial College in Reno, NV.

Judge Allen is an adjunct professor at Southern New Hampshire University College of Continuing Education, Criminal Justice Department where she teaches Judicial Administration, Legal Research and Writing, among other courses. Judge Allen currently serves as the President of the Indiana affiliate of the National Association of Administrative Law Judiciary, Member of the Indiana State’s Share Neutrals mediation service, and she was a past board member and treasurer of the Marion County Bar Association. She is also co-owner and business consultant of her family business, A Total Solution CPA & Consulting Services, Inc., alongside her spouse in Indianapolis, IN.
