Dr. Michelle McKeown serves at the General Counsel for the Indiana Charter School Board. In this role, Dr. McKeown facilitates compliance of the ICSB with all relevant federal, state and local laws and regulations. She advises the ICSB on any new laws and regulations that pertain to charter authorizing and charter schools and plays a lead role in holding ICSB-authorized schools accountable for their performance. Prior to joining the ICSB, Dr. McKeown served as the General Counsel to the Indiana State Board of Education and the Director of Legal Affairs for the Indiana Department of Education.  She has written publications discussing multiple education policy issues including school governance litigation, Title IX and pregnant students, constitutional litigation, teachers' rights, the Equal Access Act, and restraint and seclusion. In addition, she has been an invited speaker at both local and national conferences on various education law issues, including civil rights for teachers and students as well as emerging legal issues in special education. She received her B.A. from DePauw University and her J.D. from Indiana University-Bloomington. After practicing law in Kentucky, where her firm represented the local school board, she returned to IU to earn her Ph.D. in Educational Leadership and Policy Studies.

Emily Richardson serves as the Director of School Performance for the Indiana Charter School Board (“ICSB”). Ms. Richardson works to implement and continuously improve the ICSB's accountability metrics, processes, and procedures, as well as serve as the primary point of contact with the ICSB-authorized charter schools. She previously served as the Director of Legal Affairs and Policy for the ICSB, and prior to joining the ICSB, she served as Assistant Director for the Office of School Improvement and Turnaround for the Indiana Department of Education. Earlier in her career, she was a 2nd grade teacher in Lambert, Mississippi, as a Teach For America corps member and alumna. Ms. Richardson holds a B.A., magna cum laude, from Hamilton College, a J.D. from Indiana University – Bloomington, and is a Ph.D. candidate (December 2015) from Indiana University – Bloomington in Education Policy Studies.
