What are the rewards of participating in the Indiana CLEAN Community Challenge?
The potential rewards for a community participating in the Indiana CLEAN Community Challenge are numerous and include financial incentives from various state agencies:
1. Better Terms and Improved Chances
- Eligible to receive reduced match requirement at 25% for IDEM Recycling Grants
- Receive $5,000 - $10,000 for communities that close an Indiana Finance Authority State Revolving Fund Loan (Available to the first 15 applicants; $10,000 to Wastewater applicants; $5,000 to Drinking water applicants)
- Twenty-five percent reduced match requirement for Pollution Prevention Grants
- Additional points for Indiana Finance Authority Site Assessment Grant Incentive
- Extra credit points for IDEM Recycling and Household Hazardous Waste Grants
- Letters of support from IDEM Commissioner to the appropriate agency for consideration in the grant review process when applying for other state grants
- Credit toward the Department of Natural Resources Land and Water Conservation Fund
- Credit toward the Department of Natural Resources Recreational Trails Program
- Credit toward the Department of Natural Resources Urban Forestry Conservation Fund
- Credit toward the Department of Natural Resources Indiana Coastal Grant Program
2. Recognition
- Receive various forms of recognition that include: CLEAN Community road sign, plaque, declaration letter from the IDEM Commissioner, press event, news releases, use of CLEAN logo, and posting on IDEM website.
3. Improved Communication
- Invitation to attend annual meetings with the IDEM commissioner to discuss environmental progress or concerns
- Invitation to attend networking events hosted by IDEM
- Invitation to join IDEM's Partners for Pollution Prevention
- Increased visibility as a partner on future IDEM initiatives and first to receive opportunities for involvement in such IDEM initiatives
- Priority support and assistance from IDEM's Office of Pollution Prevention and Technical Assistance and Purdue's Clean Manufacturing Technology and Safe Materials Institute for environmental planning consultation
- Recognition as a clean and healthy place to live and work in Indiana
- Receive regulatory and grant updates from the IDEM CLEAN listserv
- Single point of contact within OPPTA for all environmental and IDEM related inquiries
4. Regulatory Assistance
Office of Water Quality Regulatory Incentives
- Expedited drinking water permitting and well site selection approval
- Assign same NPDES permit writer and inspector when feasible
- Assign same drinking water permit reviewer and inspector when feasible
- Receive low priority for routine NPDES inspections
- Advanced announcement of routine inspections
- Streamlined and expedited NPDES renewal application process
- Reduction in NPDES permit sampling frequency
- Ability to submit Discharge Monitoring Reports (DMR) annually
- Exemption from submitting Monthly Reports of Operation (MRO)
- Exemption from submitting Monthly Monitoring Reports (MMR)
- Accelerated review and renewal of existing land application permit
- Reports for the land application permit submitted within 60 days of the last day of each calendar month
Office of Land Quality Regulatory Incentives
- Extended hazardous waste storage for Large Quantity Generators
- Assign same permit writer and inspector when feasible
- Low priority for routine Large Quantity Generator inspections
- Advanced announcement of routine Large Quantity Generator, Small Quantity Generator, and Treatment, Storage, and Disposal inspections
Office of Air Quality Regulatory Incentives
- Extended FESOP term of up to ten years
- Extended MSOP term of up to ten years
- Expedited permit application and renewals
- Reduced reporting frequency of quarterly reports to semi-annually
- Alternative due date for certain quarterly or semi-annual reports
- Assign the same permit writer and inspector when feasible
- Low routine inspection priority
- Advanced announcement of routine inspections
- Flexible permit language to reduce need for future permit modifications
