The Best Available Control Technology (BACT) Analysis Application Forms need to be completed by an applicant if the proposed new construction is subject to 326 IAC 2-2-3 Prevention of Significant Deterioration (PSD), 326 IAC 2-3-2 Emission Offset, or 326 IAC 8-1-6 New Facilities, General [VOC] Reduction Requirements.

New constructions subject to 326 IAC 2-2-3 include "major modifications" and "major stationary sources" as defined in 326 IAC 2-2-1(x) and (y). New constructions that are subject to 326 IAC 2-3-2 include "major modifications" and "major stationary sources" as defined in 326 IAC 2-3-1(s) and (t). New constructions that are subject to 326 IAC 8-1-6 include new facilities that have a potential to emit VOCs in excess of 25 tons per year that are not subject to any of the other specific 326 IAC 8 VOC rules.

Please note that these forms need to be submitted in addition to the applicable basic forms. The BACT Analysis Application forms were created to ensure that all applicants submit complete BACT analyses in a consistent format. Submitting complete BACT analyses in a consistent format will help to reduce the time needed for IDEM, OAM to review the permit application. These forms are consistent with the top-down BACT analysis process described in the U.S. EPA "New Source Review Workshop Manual" available from the table below.

Due to the wide variety of software and print drivers being used, you may find that some files are formatted incorrectly when you open them. For example there may be extra spaces and page numbers may be incorrect. IDEM is working to correct this problem, but in the meantime you may continue to use the forms even though some may have formatting errors.
