Beginning in 1996, IDEM has published several risk-based closure guidance documents. Descriptions and links to those documents appear below.
House Enrolled Act (HEA) 1162 significantly changed allowable approaches to closure of contaminated sites. The Remediation Closure Guide (RCG) describes selected approaches to investigation and risk-based closure of contaminated or potentially contaminated sites. The Remediation Program Guide (RPG) provides guidance related to specific regulatory programs.
IDEM expanded its use of risk-based closure in 2001 when it published two Risk Integrated System of Closure (RISC) documents. The RISC Technical Resource Guidance Document (Tech Guide) describes approaches to investigation and closure of contaminated sites. The RISC User’s Guide provides program-specific guidance for the same purposes. Updated guidance is available in the RCG, above. However, responsible parties who met certain program-specific milestones before September 22, 2012 are eligible to continue using the 2001 guidance documents.
IDEM published its first risk-based closure guidance in 1996, for the Voluntary Remediation Program. Though it is now largely superseded by more recent guidance, there are still some responsible parties that use the VRP guidance document.
