The Law Enforcement Support Office (LESO) makes federal property available to state and local law enforcement organizations through two programs:
Organizations interested in taking part in LESO programs must first complete the LEA data sheet and the State Plan and Procedures document (MOU) and return them to the Indiana State and Federal Surplus office via fax at (317) 234-3699.
The National Defense Authorization Act authorizes the Secretary of Defense to transfer excess Department of Defense (DOD) personal property to federal, state, and local law enforcement agencies with special emphasis given to counter-drug and counter-terrorism initiatives. The 1033 program, formerly the 1208 program, allows law enforcement agencies to receive DOD excess property. To learn how to take part, read the Standard Operating Procedures, below.

Section 1122 of the FY 1994 National Defense Authorization Act established the authority for State and local Governments to purchase law enforcement equipment through Federal Procurement channels, provided that the equipment can be used in the performance of counter-drug activities. The authority for the "1122 Program" resides with the Department of Defense. The U.S. Army, as the Executive Agent of the program, has formed a steering committee consisting of representatives from the General Services Administration (GSA), the Defense Logistics Agency (DLA), and the Department of Justice (DOJ). Under the provisions of the statute, GSA is responsible for the development of a catalog that not only explains the 1122 Program but also delineates those products that may be procured under the program.
Each state participating in the 1122 Program designates a State Points of Contact (SPOC) to administer the state's activities under the program, by validating the counter-drug mission of each procurement request, and ensuring the availability of funds. Bob Flake, Director of Indiana State and Federal Surplus, serves as Indiana's SPOC.
With the approval of the Executive Agent, GSA has approved ten (10) Federal Supply Schedules and the purchase of motor vehicles under the program. Indiana Cannot purchase Vehicles through this program.
Note: ATF Form 10 must be submitted for all weapons purchased through the 1122 Program.
