The Minority and Women’s Business Enterprises Division (MWBE) acts on behalf of the State of Indiana to actively promote, monitor, and enforce the standards for certification of minority and women’s business enterprises The Division was developed in 1983 by the State of Indiana in response to Public Law 34 (I.C. 4-13-16.5 and 25 IAC-5 to provide equal opportunity to minority and women enterprises in the state’s procurement and contracting process.

Public Law 34 also created the Governor's Commission on Minority Business Development that is now known as the Governor's Commission on Minority and Women's Business Enterprises. Commission members are advocates for minority and women’s enterprises in state contracting and are active in their respective regions to assist in achieving the MWBE goals for the State of Indiana.

Mission

The Minority and Women's Business Enterprises Division assists minority-owned and woman-owned businesses by:

  • Creating a fair, competitive and equitable business environment,
  • Providing networking opportunities to clients,
  • Working to increase utilization, and,
  • Monitoring and enforcing program compliance.

The division fulfills its mission by providing knowledge, guidance, and service to clients while protecting the integrity of the program. The commitment pledges high quality customer service that is both efficient and professional, and that demonstrates respect for both clients and colleagues.
