The national re-entry model, Transition from Prison to Community Initiative (TPCI), was developed by the National Institute of Corrections (NIC) to assist state correctional systems to restructure their transition practices in order to increase the success rate of released offenders. To date, NIC has targeted nine jurisdictions to implement the TPCI model: Oregon, Missouri, Michigan, Indiana, Rhode Island, North Dakota, District of Columbia, Georgia, and New York.
TPCI identifies evidence-based best practices at each stage of the transition process: (1) assessing and classifying new offenders as they enter the prison system; (2) developing and implementing transition plans for each offender during incarceration; (3) releasing offenders from prison; (4) providing community supervision and services; (5) responding to violations of release conditions; (6) discharging successful offenders from supervision; and (7) providing post-discharge support.
