Mike began his career as a secondary teacher and coach. He then spent approximately ten (10) years as a public sector labor negotiator with Bose McKinney & Evans, representing school boards in collective bargaining with teachers. Mike was also Director of Administration for the firm. He spent a total of over twenty-five (25) years as administrator and Chief Operating Officer of four prominent Indianapolis law firms and one CPA/consulting firm. He later spent four (4) years as a consultant to the legal industry prior to joining IEERB as Chairman in June, 2006.
Mike was very active in the Association of Legal Administrators, serving as president of the state association and as member of the Board of Directors of the 10,000 member international association. He is the current president of the Board of Director of Behavior Corp, (formerly Tri-County Mental Health).
Mike has a B.S., 2 Master's degrees and an Ed.D. all in education from Indiana University. He is also a certified civil mediator.
Dr. Skinner has over 33 years of successful teaching and administrative experience in public education. His responsibilities have included classroom teaching, coaching, assistant principal, principal, director of secondary education, and superintendent of schools. He also acted as an educational consultant for three and a half years.
Dr. Skinner holds a doctorate of education in school administration from Indiana University. He currently serves as a development officer at a community foundation in Angola, Indiana.
Mr. Dixon graduated from Notre Dame in 1966. He served a brief period with the Peace Corps before enlisting in the US Navy and completing Officer's Candidate School as well as US Navy Supply School. He then served on the U.S.S. Kittyhawk until release from active duty.
Leon then joined Beckett Bronze Company, as assistant to the President. He trained in various positions, becoming Sales and Operations Manager and ultimately President.
Leon was recruited to run for the Muncie Community School Board, on which he served 9 years. He helped develop a statistical method that accurately measured individual school performance. Leon has served on numerous civic and professional committees and board's, including the Indiana Chamber of Commerce K-12 Education Committee, Indiana Cast Metals Association Board, Indiana Manufacturers Association Board and Muncie's Downtown Development Commission.
Leon has a passion for improving Indiana's schools. He spends much of his retirement time reading and studying public education and public policy issues.
