Informal Advisory Opinions
Informal Advisory Opinions (IAO):
- Are issued by the staff of the Office of Inspector General
- Are confidential unless confidentiality is waived by the state employee
- May be obtained by making a request to the Office of Inspector General using the form below
Formal Advisory Opinions
Formal Advisory Opinions (AO):
- Are issued by the Indiana Ethics Commission
- Are public
- Are the ultimate ethics advice
- Requests must be received by the Commission no later than ten (10) days prior to the date of the next monthly Commission meeting
- Requests must be based on a real set of circumstances, be in writing and signed by the person making the request.
- Requests may be:
- Faxed to (317) 232-0707;
- Mailed to the Commission's office located at 315 West Ohio Street, Room 104, Indianapolis, IN 46202; or
- A scanned copy of the signed, written request may be emailed to info@ig.in.gov
Note for Advisory Opinions on Outside Employment:
Please note that before an informal or formal advisory opinion may be rendered on matters of outside employment (moonlighting), you must first obtain a written statement from your agency appointing authority or ethics officer indicating whether your proposed outside employment or other outside professional activity would violate an agency rule or regulation. The statement must also indicate whether the outside employment or professional activity would present a conflict of interest or would otherwise be inherently incompatible with your official duties. An e-mail from your appointing authority or ethics officer would suffice for the requirement of a written statement. Once your written statement has been received, your request for an opinion will be expedited. This requirement does not apply to questions of post-employment.
