Request for Proposals - Multifamily Tax-Exempt Bond Financing Analyst

The Indiana Housing and Community Development Authority seeks to contract with a contractor to provide Multifamily Tax-Exempt Bond Financing application review, underwriting, and funding recommendations as detailed in the Scope of Services section of this RFP.

2015-2016 Neighborhood Assistance Program

The 2015-16 application for the Neighborhood Assistance Tax Credit Program (NAP) is now open. The NAP program of the State of Indiana that provides $2.5 million tax credits annually to non-profit organizations for sale as a fundraising and capacity building tool. NAP is created by Indiana Code 6-3.1-9. NAP credits are worth 50% of the value of a contribution and are deducted from a donor’s state tax liability. NAP is administered by the Indiana Housing and Community Development Authority (IHCDA). Donations are reported to the Indiana Department of Revenue and a credit is given to the donor’s state tax liability.

The 2015-16 NAP Application will be open from March 13, 2015 to April 17, 2015 at 5pm/EST.

Request for Proposals - Fiscal and File Monitoring Services

The Indiana Housing and Community Development Authority seeks to contract with one (1) contractor to conduct compliance reviews of client files and fiscal operations of the Community Services Block Grant, Low Income Home Energy Assistance, Weatherization Assistance and the Individual Development Accounts programs as detailed in the Scope of Services section of this RFP.  This RFP may result in one (1) contract that covers each program or two (2) or more contracts.  The contract(s) will have a term of one (1) year and may be renewed under the same terms and conditions, for up to four (4) times subject to approval of IHCDA’s Executive Committee.

Notice of Public Hearing - Weatherization Assistance Program State Plan

Federal regulations related to the Department of Energy (DOE) funding requests require States, such as Indiana, who are applying for Weatherization Assistance Program (WAP) funding, to prepare a State Plan as part of the application process. Another part of this process is providing the public an opportunity to review and comment on the contents of the State Plan. IHCDA is holding a public hearing on Wednesday, March 4, 2015 to receive comment and testimony regarding the State of Indiana’s Weatherization Assistance Program (WAP) State Plan.

The hearing will be begin at 10:00am (EST) at 30 South Meridian Street, Suite 1000, Indianapolis, IN 46204. Members of the public are welcome to review the State Plan at IHCDA’s offices during the business hours of 8:00 am to 5:00 pm Feb 17, 2015- March 3, 2015.

The Neighborhood Stabilization Program Quarterly Reports

The Neighborhood Stabilization Program, launched by Congress in 2008 (NSP1), is still underway, providing funds to help Hoosiers purchase, redevelop, and rehabilitate foreclosed upon homes and residential properties. IHCDA's Quarterly Reports to HUD on the use of NSP 1 funds are now available, and can be viewed using the links below:

The Neighborhood Stabilization Program Round 3, launched by Congress in 2010 (NSP3) is already underway, providing funds to Cities and not-for-profit organizations to purchase, redevelop, and rehabilitate foreclosed upon homes and residential properties, and to demolish blighted properties. NSP3 will help mitigate or reverse the negative impacts of foreclosures and abandoned buildings on communities across Indiana.
