Notice of Hearing - CSBG Funding for Community Action of East Central Indiana

The Indiana Housing and Community Development Authority (IHCDA) will meet on Friday, September 19, 2014 at 1:00 p.m., at 30 South Meridian Street, Suite 1000, Indianapolis, IN 46204, to hold a hearing on the question of termination of Community Services Block Grant (CSBG) funding for Community Action of East Central Indiana.  This meeting is open to the public.

Administrative Plan Proposed Changes and Revisions
Redlined versions of proposed Administrative Plan changes posted on IHCDA website in Public notice section effective August 8- September 22, 2014.  Public hearing for Board Approval of changes scheduled for September 25, 2014.
The purpose of the administrative plan is to establish policies for carrying out the Housing Choice Voucher (Section 8) program in a manner consistent with HUD requirements and local goals and objectives. The Indiana Housing and Community Development Authority (IHCDA) regularly reviews its policies, procedures and plans to further the agency mission while taking into consideration the needs of the residents of the State of Indiana.
The below attached documents are being offered for public review and comment:
Most of the changes for the 2014 revision of the Administrative Plan were made necessary by the publication of the Federal Register notice regarding the Violence Against Women Reauthorization Act of 2013 (VAWA), issued August 6, 2013. The notice stated that the provisions of

VAWA 2013 were not self-implementing, and that HUD would issue rules or guidance at a later date. However,  on September 30, 2013, HUD sent a letter to PHA executive directors which called for immediate policy development addressing certain provisions of VAWA 2013.

In response to HUD’s letter, the revisions were developed as transitional policies to meet this HUD requirement. Once HUD issues the expected guidance, additional changes may be required. In addition to the extensive VAWA changes, the 2014 revision has been brought current with all recent regulatory requirements and guidance and also includes:
• Updates to the list of federally mandated income exclusions as published in the Federal Register
• Minor modifications for clarification and wording
Changes were also made to the Plan to incorporate HUD’s implementation of the appropriations act as stated in two new Federal Register  notices on June 25, 2014.  These changes include:

PHAs are required to use the lower of the family’s voucher bedroom size or the unit size when establishing the family’s utility allowance

The definition of extremely low income has changes to the higher of 30% of area median income (AMI) or the federal poverty level

PHAs may establish a policy for performing unit inspections biennially rather than annually.  The policy could apply to some or all of the assisted units

Additionally, IHCDA is proposing changes to:
• Inspection results, reinspections, and extensions ; and
• Project Base Voucher Solicitation and Selection of PBV Proposals/Project municipality

Five (5) Year and Annual Plan Proposed Submission
The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan, which is submitted to HUD every year.

Anytime policy changes are necessary, IHCDA allows a public comment period providing participants, applicants and the general public an opportunity to review the proposed changes and provide written feedback to IHA before the recommended changes are presented to and approved by the IHCDA Board of Commissioners.

Public comment period on the above Administrative Plan changes will begin August 8, 2014 and end on September 23, 2014. 

The policy changes will go before the Board for approval on September 25, 2014 @10:00am.  The public is welcome to attend. If approved, the policy changes will be effective October 1, 2014 allowing for consideration of the conclusion of the public review and comment period and the Five (5) Year and Annual Plan will be submitted to HUD no later than October 6, 2014.

2014 Community Services Block Grant Innovative Grant Application

IHCDA is accepting applications from organizations for Innovative Community Collaboration projects. The program will provide up to $100,000 in total funding to one or more grant applications.

To qualify, applicants must demonstrate a collaboration between a local community action agency and other organizations with similar mission and focus, incorporate technology and serve low income families at or below 125 percent of the federal poverty level.  Applicants are also required to show that the project or program is based on a recent needs assessment.

Applications are due by September 2, 2014 by 5:00 p.m. EST.

Notice of Public Hearing - Low Income Home Energy Assistance Program

AMENDMENTS to the STATE PLAN FOR FY 2015

Pursuant to Public Law subsection 2605 (a) (2), the State of Indiana requests participation in the development and implementation of the Low Income Home Energy Assistance Program (LIHEAP) State Plan for federal fiscal year 2015. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2015 State Plan draft report, which will be submitted to the U.S. Department of Health and Human Services, Office of Community Services, on or before September 1, 2014. The State Plan defines the method of program administration for the Low Income Home Energy Assistance Program by the state oversight authority and subsequent local service providers.

IHCDA now accepting applications for 5 VISTA Positions for 2014-2015 Program Year

 For the 2014-15 program year, IHCDA has five VISTA placements available which would start 9/15/14. 

The positions include: Indiana Statewide Homelessness Prevention, Blight Elimination and Redevelopment, Community-based Housing Development Organization Capacity Building, Data-Driven Decision Making and Community Planning and Capacity Building).

The Indiana Housing and Community Development Authority (IHCDA) requests proposals from qualified candidates wishing to utilize Project-Based Vouchers (Housing Choice Voucher Program) for permanent supportive housing projects.  Preference will be given to projects serving HUD defined chronically homeless individuals and families and projects serving veteran individuals and families who would meet the other PBV eligibility guidelines and focus on reducing long-term homelessness.

Notice of Public Hearing - Weatherization Assistance Program State Plan

Federal regulations related to the Department of Energy (DOE) funding requests require States, such as Indiana, who are applying for Weatherization Assistance Program funding, to prepare a State Plan as part of the application process. Another part of this process is providing the public an opportunity to review and comment on the contents of the State Plan.

IHCDA is holding a public hearing on Friday, May 16, 2014 to receive comment and testimony regarding the State of Indiana’s Weatherization Assistance Program (WAP) State Plan. The hearing will be begin at 10:00am (EST) at 30 South Meridian Street, Suite 1000, Indianapolis, IN 46204.

2014 State of Indiana Action Plan

The U.S. Department of Housing and Urban Development (HUD) requires states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Consolidated Plan combines into a single document the planning and application requirements for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) funding.

The purpose of the Consolidated Plan is:
• To identify the state's housing and community development needs, priorities, goals, and strategies.
• To stipulate how funds will be allocated to housing and community development organizations and local governments.

As part of the process of developing the Consolidated Plan for the year beginning July 1, 2014, we need your insight on:
1. Unmet housing needs;
2. Unmet community development needs;
3. The most critical barriers to fair housing choice;
4. The equity and fairness of delivery of services (such as quality schools, parks & recreation opportunities or public transit) to communities across the state;
5. The specific challenges faced by vulnerable and special needs populations in accessing a full range of housing choices; and
6. What the state can do to help communities and residents to overcome these challenges.

The Indiana Housing and Community Development Authority (IHCDA) in conjunction with a  group of bi-partisan elected officials led by State Senator Jim Merritt (R-Indianapolis) and Representative Justin Moed (D-Indianapolis) will be holding the first of a series of public forums to address blighted, vacant and abandoned homes in Indiana.

PHA Administrative Plan Revisions and Annual Plan Housing Choice Voucher Program (Section 8)

 The Indiana Housing and Community Development Authority (IHCDA) regularly reviews its policies, procedures and plans to further the agency’s mission while taking into consideration the needs of the residents of the State of Indiana.

The documents listed below are being offered for public review and comment:

1.   IHCDA is proposing changes to the Housing Choice Voucher (Section 8) Administrative Plan.

The purpose of the administrative plan is to establish policies for carrying out the Housing Choice Voucher (Section 8) program in a manner consistent with HUD requirements and local goals and objectives.

2.   Annual Plan Proposed Submission

The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan, which is submitted to HUD every year.

Anytime policy changes are necessary, IHCDA allows a public comment period providing participants, applicants and the general public an opportunity to review the proposed changes and provide written feedback to IHCDA before the recommended changes are presented to and approved by the IHCDA Board of Directors.

Public comment period on the Administrative and Annual Plans will begin August 14, 2013 and end on September 30, 2013. 

The policy changes will go before the IHCDA Board of Directors for approval on September 26, 2013 @10:00am.  The public is welcome to attend. If approved, the policy changes will be effective October 1, 2013 allowing for consideration of the conclusion of the public review and comment period and the Annual Plan will be submitted to HUD no later than October 7, 2013.

Pursuant to Public Law subsection 676(a) (3) and 676 (a) (2) (B), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana CSBG State Plan for federal fiscal years 2013 and 2014. Indiana Weatherization Assistance Program 2013 DOE State Plan Released

Notice of Public Hearing

The Indiana Housing and Community Development Authority (IHCDA) is holding a public hearing on Friday, July 19, 2013 to receive comment and testimony regarding the State of Indiana’s Weatherization Assistance Program (WAP) State Plan. The Hearing will be held from 2:00 pm – 3:00 pm (EDT) at 30 South Meridian Street, Suite 1000, Indianapolis, IN 46204.

Members of the public are welcome to review the State Plan at IHCDA’s offices during the business hours of 8:00 am to 5:00 pm July 9, 2013 through July 18, 2013.     NOTICE OF PUBLIC HEARING FOR FY2013 CONSOLIDATED PLAN FOR FUNDING

    Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Consolidated Plan for 2013. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2013 Consolidated Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2013. The Consolidated Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning. The FY 2013 Consolidated Plan will set forth the method of distribution of funding for the following HUD-funded programs:

     

    • State Community Development Block Grant Program (CDBG)
    • Home Investment Partnerships Program (HOME)
    • Emergency Solutions Grant Program (ESG)
    • Housing Opportunities for Persons With AIDS Program (HOPWA)

    A-133 Pre-qualification Process

    In taking a more proactive role as a pass-though entity, IHCDA is instituting a new policy for all of its award recipients who are subject to an A-133 audit. Starting for the December 31, 2010 year-end, all auditors performing A-133 work for IHCDA award recipients subject to an A-133 must be pre-qualified by IHCDA in order for IHCDA to accept the A-133 submitted by the award recipient. IHCDA developed the pre-qualification policy to address the many concerns IHCDA has experienced reviewing A-133 reports, such as wrong CFDA numbers, similar audit reports for two different agencies and subsequent agreed upon procedure reviews, contracted by IHCDA, reporting findings where the A-133 did not have any findings. Every accounting firm interested in performing A-133 procedures must complete IHCDA’s Mandatory Pre-Qualification Form.
