NOTICE OF FILING OF COMBINED ANNUAL PERFORMANCE EVALUATION REPORT Notice is hereby given that the Indiana Office of Community & Rural Affairs, and the Indiana Housing and Community Development Authority will file their 2011 Combined Annual Performance Evaluation Report with the U.S. Department of Housing & Urban Development (HUD) on or about September 30, 2012. These programs are funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended. A copy of the draft plan may be reviewed here.
The Combined Annual Performance Evaluation Report provides information on the expenditure of activities with regard to the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Shelter Grant (ESG) Program, and the Housing Opportunities for Persons With Aids (HOPWA) Program.

A-133 Pre-qualification Process
In taking a more proactive role as a pass-though entity, IHCDA is instituting a new policy for all of its award recipients who are subject to an A-133 audit. Starting for the December 31, 2010 year-end, all auditors performing A-133 work for IHCDA award recipients subject to an A-133 must be pre-qualified by IHCDA in order for IHCDA to accept the A-133 submitted by the award recipient. IHCDA developed the pre-qualification policy to address the many concerns IHCDA has experienced reviewing A-133 reports, such as wrong CFDA numbers, similar audit reports for two different agencies and subsequent agreed upon procedure reviews, contracted by IHCDA, reporting findings where the A-133 did not have any findings. Every accounting firm interested in performing A-133 procedures must complete IHCDA’s Mandatory Pre-Qualification Form. Weatherization Program Evaluation
This is a request for proposals (“RFP”) issued by the Indiana Housing and Community Development Authority (“IHCDA”) for a qualified contractor to provide an energy savings impact evaluation to foster understanding of the impact that weatherization services have on energy reduction in units assisted through Indiana’s Weatherization Assistance Program (IWAP).
Refugee Individual Development Account (IDA) Program
Upon receipt of funding from the Office of Refugee Resettlement, Indiana will pilot a Refugee Individual Development Account (IDA) Program. Individual Development Accounts are matched savings accounts for low – to – moderate income individuals below 200% of the Federal Poverty Guidelines. The goal of the program is to help recently resettled refugees (less than three years) develop assets and save for a specific purpose:

Seeking Indiana's Stellar Communities
Stellar Communities is an innovative new state program created to fund comprehensive community development projects in Indiana’s smaller cities and towns. This new program is a partnership between three state agencies: the Indiana Housing and Community Development Authority (IHCDA), Indiana Office of Community and Rural Affairs (OCRA), and the Indiana Department of Transportation (INDOT).
Local units of government in Indiana that are considered non-entitlement areas as defined by the federal Housing and Urban Development guidelines are encouraged to submit a letter of interest for the program. Selected communities will complete multiple community development projects funded by the three partner agencies’ programs, which may address housing, infrastructure, roadwork, streetscape, lighting, community centers, revitalization projects, and other quality of life issues.
Two communities will be chosen for the program’s pilot, expected to be announced in the first quarter of 2011.

2011 Community Services Block Grant State Plan
The public is invited to review and comment on the Community Services Block Grant State Plan application for Federal Fiscal Year 2011, which is attached for public comment. The Plan includes: (1) specific assurances certified by the designee of the lead agency; (2) a narrative State plan; (3) evidence that legislative and public hearing requirements were met; (4) an Annual report; and (5) several administrative certifications certified by the designee of the lead agency for Indiana.
Please note that Indiana will change its annual allocation formula to eligible entities effective January 1, 2011. Details are discussed in the Narrative State Plan section. It is important to note that the formula was approved by the eligible entities at the April State Association Board Meeting, it passed legislative hearing in July, and is a public hearing agenda item.

HCV Administrative Plan Revision June 2010
The Indiana Housing and Community Development Authority administer the Section 8 Housing Choice Voucher Program in 80 Counties in Indiana outside the jurisdiction of metropolitan and county Public Housing Authorities. The U.S. Department of Housing and Urban Development requires that a Public Housing Authority (PHA), with a Section 8 Housing Choice Voucher Program, have an administrative plan that describes the housing authority’s local policies for operating the program. The housing authority’s governing body must approve the administrative plan and subsequent amendments. Once approved, the PHA uses this plan to administer its program. The Indiana Housing and Community Development Authority has engaged Nan McKay to assist with the re-write of its Administrative Plan to insure the program is compliant with current federal regulations and align the plan with the authority’s new quality control systems. The Indiana Housing and Community Development Authority (“IHCDA” or “the Authority”) seeks proposals from non-profit organizations willing and able to enter into a contract (“Contract”) to administer the Home Energy Conservation (“HEC”) Program to families under 200% of Federal Poverty Guidelines. These funds are available through the American Recovery and Reinvestment Act of 2009 (“ARRA”). Services include, but are not limited to; determining client eligibility, conducting client intake, performing audit services, weatherizing dwellings, and managing data entry.
All proposals must be received by IHCDA, at 30 S. Meridian St. Ste 1000, Indianapolis, IN 46204, no later than 5:00 PM on April 30, 2010. All proposals will be stamped with a received date and time when received. Any proposal received after 5:00 PM on the due date will not be considered for funding.

Request for Proposals for Energy Conservation Service Providers
Weatherization HVAC/Shell Contractor Solicititation
The Indiana Housing and Community Development Authority (IHCDA) requests information from HVAC, shell, and general home contractors to provide weatherization services for the State’s Home Energy Conservation Program sub-grantees. The key objective of this RFI is to connect contractors with sub-grantee agencies in need of additional contractors to meet their weatherization production goals. Counties in which the need for contractors is most critical are listed in the RFI.
Contractors interested in responding to this RFI should complete Attachment B, Response Form. All responses should be directed to the weatherization manager at the sub-grantee agencies with which the respondent wants to work (see Attachment A for weatherization manager contact information and sub-grantee service areas). Specific questions about a sub-grantee’s individual policies and procedures should be sent directly to that agency’s weatherization manager.

Neighborhood Stabilization Program (NSP2)
The U.S. Department of Housing and Urban Development (HUD) has been authorized to administer the federal Neighborhood Stabilization Program 2 (NSP2). NSP2 will provide grants to states, certain local communities and nonprofits to purchase and redevelop foreclosed or abandoned homes or other vacant properties, for resale or rental to low, moderate, and middle income households, in order to stabilize neighborhoods and stem the declining values of neighboring homes. The funding is provided under the American Reinvestment and Recovery Act of 2009 (Recovery Act) for additional activities under Division B, Title III of the Housing and Economic Recovery Act of 2008 (HERA).

The SuperNofa (Notice of Funding) Continuum of Care Homeless Assistance FundingIn 1995, the Department of Housing and Urban Development (HUD) implemented the Continuum of Care approach to streamline the existing competitive funding and grant-making process under the McKinney-Vento Homeless Assistance Act and to encourage communities to coordinate more fully the planning and provision of housing and services for homeless people.
Annually, the Indiana Interagency Council on the Homeless (IAC) prepares the Indiana Balance of State Continuum of Care application for any regional Continuum of Care that desires to apply as a consortium of Continua of Care. The development of Indiana's "Balance of the State" application is the result of many diverse efforts throughout the state to address homelessness, and it currently involves twelve of the state’s thirteen Continua. Through this extremely competitive Continuum of Care program, local and state jurisdictions, housing authorities, and nonprofits (secular and faith based) can apply for funding in supportive housing for homeless persons as defined by HUD.
The SuperNofa (Notice of Funding) Continuum of Care Homeless Assistance funding was announced in June 2008. The Application (Exhibit 1) and the Projects (Exhibit 2) were submitted on October 22, 2008 for the state of Indiana. The application does not include the City of Indianapolis or the City of South Bend. Those two cities applied to HUD independently.

State Emergency Solutions Grant (ESG) - RFP
Indiana Housing and Community Development Authority (IHCDA) will accept applications from January 10, 2011 - February 23, 2011 from emergency or transitional shelters interested in applying for the State of Indiana’s Emergency Solutions Grant. Applicants must be a non-profit organization and actively serving the homeless population. In addition, in order to be considered for funding, applicants must meet the following criteria:Be located within Indiana’s Balance of State Continuum of Care
Serve 100% homeless as defined by HUD
Received state ESG funding in 2010-11 program year
Attended at least 75% of local continuum of care meetings in 2010
The grant will have a one year grant period, covering operations and essential services provided between July 1, 2011 and June 30, 2012.
