INDOT's Title VI division is here to provide resources and guidance regarding the Title VI of the Civil Rights Act of 1964 (Title VI), as amended and all of its related statutes and regulations. Please do not hesitate to contact us with any questions. 

The mission of the Division of Economic Opportunity (EOD) is to:

  • Maximize contracting opportunities for disadvantaged businesses by certifying qualifying firms as Disadvantaged Business Enterprises
  • Monitor INDOT contracts for equal employment opportunity contract compliance with state and federal laws
  • Increase the number of journey-level women and minorities in Indiana’s construction industry through the OJT Program
  • Provide education about and ensure enforcement of state and federal civil rights laws

DBE & Ohio River Bridges

The Ohio River Bridges project consists of six major sections, which will bring unprecedented improvement in cross-river mobility over the Ohio River in southern Indiana, between Jeffersonville, Ind., and Louisville, Ky. Kentucky will fund and construct the Downtown Crossing section, which will connect Jeffersonville and downtown Louisville with a new I-65 bridge located just upstream from the existing Kennedy I-65 span. Indiana will oversee construction of the East End Crossing between Utica, Ind., and Prospect, Ky. This project consists of a highway-bridge link from I-265 in Indiana to the Gene Snyder Freeway in Kentucky. The East End Crossing project will complete an interstate loop around the east side of Louisville and boost economic development in southern Indiana’s Floyd and Clark counties.
