  • Short Term Lending Program

  • Currently certified DBE companies who wish to make changes to or add to their certification must do so in writing.  Changes include DBE companies wishing to add additional DBE codes or ACDBE to their certification.  Requests can be sent via e-mail to rwalters@indot.in.gov or regular mail to:

  • DBE Goal request for RFPs involving Federal money:
    To obtain a DBE Goal, send an email to rwalters@indot.in.gov with the answers to the following questions and an attachment of the RFP (if possible).  Please use the subject line "DBE Goal Request".  If you have any questions regarding this process, please contact Rebecca Walters at 317-233-6511.

    1. Brief description of the project
    2. Location of the project.
    3. DES Number (if available)
    4. Total project cost
    5. Estimated professional fees
    6. Describe any sub-consulting opportunities that are typically available to the type
        of professional services involved.

Upcoming Opportunities in Southwest Indiana

The U.S. Department of Transportation's DBE (disadvantaged business enterprise) program provides a vehicle for increasing the participation of socially and economically disadvantaged firms in state contracts. DOT DBE regulations require INDOT to establish goals for the participation of DBEs. INDOT is required to establish an annual DBE goal and to also establish contract-specific DBE subcontracting goals.

In addition to establishing goals, INDOT also certifies the eligibility of firms to participate in the DBE Program. The main objectives of the DBE Program are:

  • To ensure that small disadvantaged business enterprises ( DBE) can compete fairly for federally funded transportation-related projects.
  • To ensure that only eligible firms participate as DBEs.

To be certified as a DBE, a firm must be a small business owned and controlled by socially and economically disadvantaged individuals. Certifiers make the determinations based upon on-site visits, personal interviews, reviews of licenses, stock ownership, equipment, work completed, resumes of principal owners and financial capacity.
