The Division of Economic Opportunity (EOD) is responsible for maximizing contracting opportunities for disadvantaged businesses on INDOT contracts.  Economic Opportunity performs all Disadvantaged Business Enterprise (DBE) certification services for the state of Indiana pursuant to its Unified Certification Program.

The division also assesses DBE-owned business utilization data and ensures compliance with EEO provisions as required by INDOT contract and federal law. Economic Opportunity also administers the agency’s compliance with Title VI of the Civil Rights Act of 1964 and Title II of the Americans with Disabilities Act and related laws. Additionally, Economic Opportunity provides managerial and technical assistance to DBE firms.

The mission of EOD is to:

  • Maximize contracting opportunities for disadvantaged businesses by certifying qualifying firms as Disadvantaged Business Enterprises
  • Monitor INDOT contracts for equal employment opportunity contract compliance with state and federal laws
  • Increase the number of journey-level women and minorities in Indiana’s construction industry through the OJT Program
  • Provide education about and ensure enforcement of state and federal civil rights laws

Important DBE News

The Economic Opportunity Division – Disadvantage Business Enterprise (DBE) Section has a new DBE/ACDBE Uniform Certification Application and Personal Net Worth Statement available for new applicants.

Economic Opportunity Division’s DBE Certification area is going green! Notices to DBEs reflecting their DBE certification status will now be delivered by email. Reminders to submit your Annual Update information will no longer come as letters delivered by the postal service. Instead, you will receive these notices through email as well. DBEs can update their bidder registration profile by logging into Business Registration Number/Bidders Registration under Certification Resources. Because your email program may not recognize messages from INDOT, please check your spam/junk mail folders for these notices.

It is your responsibility to know when your update information is due and submit it in a timely fashion, but we understand your appreciation for the reminders and we are glad to continue this service. Note that failure to submit Annual Update information as required will result in an email notification proposing to remove your DBE certification.
