Contract Compliance Section
The Compliance Section of the Economic Opportunity Division is responsible for:
- DBE Goal setting and assignment prior to letting (construction contracts)
or RFP (consultant contracts); - DBE Goal review at the time of letting (construction contracts) or receipt
of Letter of Interest (consultant contracts); - Good Faith Efforts reviews when a DBE goal has not been met;
- The 'On the Job Training' (OJT) Program;
- All Contract Compliance Reviews including:
- Desk Audits and Onsite Reviews
- Commercially Useful Function Reviews
- OJT Reviews
- Prevailing wage rate reviews
- Reviewing Subcontractor Payment Reports;
- Reviewing DBE Trucking Reports;
- Reviewing DBE Goal Attainment and Project Close-out;
- Setting annual DBE goal for the agency.

DBE Trucking Report
Completed and submitted by each DBE Trucking Firm upon each payment from a prime contractor on a Federal aid contract.
