The Federal Section 5316 Program authorizes federal capital and operating assistance grants to assist transit systems in getting people to and from work through various methods such as extending hours of service, and adding routes between places of employment and residential centers. INDOT administers both Rural and Small Urban awards.

The Section 5316 State Management Plan is designed to assist current and potential grant recipients in fulfilling the various requirements of receiving federal financial assistance in accordance with the Federal Transit Administration (FTA) Circular 9050.1E. Its purpose is to outline the Indiana Department of Transportation's (INDOT's) plan for administering the Section 5316 program and as a source of guidance to current grantees and interested parties.
