Customers who are not subscribers to IN.gov should use this Electronic Permit System (EPS) Pre-Registration Form to register with INDOT. If you are denied access to the EPS system,  you may not want to subscribe to IN.gov. After you submit the prepared form EPS form, wait for a response from INDOT prior to deciding whether to subscribe to IN.gov.
