State Road 19-Elkhart


The State Road 19 reconstruction project in Elkhart consists of complete pavement replacement to accommodate a five-lane concrete roadway with a bi-directional turn lane between Lusher Avenue and Beardsley Avenue. This will match the portions Intelligent Compactionof S.R. 19 north of Beardsley Avenue and south of Lusher Avenue.

The project is taking place over three construction seasons. In the 2012 construction season, the roadway was reconstructed from the St. Joseph River Bridge north to Beardsley Avenue in Elkhart. Bypass Road was reconfigured to intersect S.R. 19 approximately 300 feet south of the previous location, at a right-, 90-degree angle, with traffic signals at the intersection. The small curve/jog on S.R. 19 at this location also was straightened. Rainbow Bend Boulevard on the east side of S.R. 19, just north of the river, was closed and became a cul-de-sac.

In the 2013 construction season, the roadway is being reconstructed from Lusher Avenue, across the St. Joseph River Bridge, with some additional minor work taking place up to and possibly north of Lexington Avenue. In the section south of the river, Franklin Street will be relocated to intersect with S.R. 19 approximately 200 feet north of its current location.

In Spring 2013, traffic shifted to the east side of the road between Lusher Avenue and the river, with one northbound and southbound lane of traffic to accommodate pavement removal for reconstruction of the west side of S.R. 19. During this construction season, minor side streets on the west side of S.R. 19 have closed between Lusher Avenue and the bridge, as necessary for the contractor to remove and reconstruct pavement, while improving the intersections. Work on the St. Joseph River Bridge has resulted in traffic shifts, with traffic currently using the east side of the bridge (the northbound lanes), while work is underway on the west side of the bridge.

In its entirety, the project also will include rehabilitation of the bridge over the St. Joseph River; installation of sidewalks; curb and gutter; ADA ramps; storm sewer system; new traffic signals; and pedestrian crosswalks with pushbuttons at Franklin Street, Indiana Avenue, Lexington Avenue, and Bypass Road.

The entire project is scheduled to be complete by late summer 2014. Contractor Rieth-Riley Construction, of Goshen, Ind., was awarded the construction contract, based on the low bid of $14 million
