Procedural  Safeguards are a set of rules and procedures that are part of both federal and state regulations that define and protect the rights of parents and their children with disabilities, as well as, give parents, school personnel and service providers a mechanism for resolving disputes.

Procedural safeguards affirm the right of parents…
• To be fully informed
• To participate in the process
• To notice and consent
• To have personally identifiable information held in confidence
• To examine all relevant records
• To a timely and impartial resolution of disputes
