State Treasurer Richard Mourdock re-established the Treasurer's Agricultural Loan Program (TALP) to provide assistance to Hoosier livestock farmers that raise beef and dairy cattle, sheep, and goats.

USDA Farm Service Agency Disaster Assistance Programs
FSA provides assistance for natural disaster losses, resulting from drought, flood, fire, freeze, tornadoes, pest infestation, and other calamities. Governor Daniels has requested drought designation for most Indiana counties. The request is currently under review by U.S. Department of Agriculture.

Current County Eligibility
On August 14, 2008, USDA Secretary Schafer declared disaster designation for Indiana counties due to losses caused by hail that occurred on June 21 and June 22, 2008. The counties eligible for relief are:
Primary Counties: Jasper,White and Whitley
Contiguous Counties: Allen, Benton, Carroll, Cass, Huntington, Kosciusko, La Porte, Lake, Newton, Noble, Porter, Pulaski, Starke, Tippecanoe and Wabash
On May 19, 2008, President Bush declared a major disaster in Kentucky due to severe storms. As a result of the disaster, two contiguous counties in Indiana were declared eligible for federal disaster assistance. The counties are:
Perry and Spencer.
On April 4, 2008, a quarantine disaster was declared in Michigan due to damage and losses by a quarantine caused by the Emerald Ash Borer. As a result of the disaster, 5 contiguous counties in Indiana were declared eligible for natural disaster assistance. The counties are:
Elkhart, LaPorte, LaGrange, St. Joseph and Steuben.

Severe storms and flooding that occurred in Illinois and surrounding areas from January 7, 2008 and continuing have been designated a disaster. Two Indiana contiguous counties were declared eligible:
Contiguous Counties: Benton, Newton

Severe storms, tornadoes, straight-line winds and flooding conditions that occurred in Kentucky and surrounding areas from February 5, 2008 through February 6, 2008 have been designated a disaster. Three Indiana contiguous counties were declared eligible:

Drought conditions in Illinois from April 1, 2007 to December 31, 2007 have been designated as a disaster. Eight contiguous counties in Indiana are eligible:
Benton, Knox, Sullivan, Vigo, Gibson, Posey, Vermillion, Warren
The U.S. Department of Agriculture (USDA) has granted Governor Mitch Daniels’ request for disaster designation for 74 Indiana counties due to extended drought conditions from June through October 2007. The designation was sought because the extreme dry weather caused damage to one or more crops. The disaster designation makes farmers eligible for low-interest emergency loans from the USDA Farm Service Agency (FSA).
USDA determined the following 74 counties received sufficient production losses to warrant primary disaster designation:
