Technology New to Indiana
The process the Indiana State Department of Health (department) uses to consider technology new to Indiana is described below. The department maintains a list of technology new to Indiana that have been approved, and a list of technology that are under review (with their status in the review process). With each technology that has been approved, a link is provided to the department standards for that technology. These standards are the basis for plan review, construction approvals, training, design and installation, and inspection and maintenance (if applicable).
The remainder of this page provides general information on how to request consideration for a technology new to Indiana. Additional information can be obtained by calling 317-233-7177 or by e-mailing Sanitary Engineering.
The process includes the following steps:
- The prospective applicant contacts the department and provides contact information, information on the proposed technology, and whether or not it requires operation and maintenance (O&M).
- The department provides the applicant with standards and best practices applicable to the proposed technology.
- The applicant prepares and submits (in hard copy and electronically) documentation required for review of the technology.
- The department reviews the submittal for completeness with respect to the documentation requirements in the standards and best practices:
- If incomplete, the department requests additional documentation from the applicant.
- If complete, the process moves on to review.
- The department review follows one of the following two paths:
- Staff evaluates the technical information and data and makes a final recommendation; or
- The department identifies 2 or 3 external stakeholders with a technical background appropriate for the review of the proposed technology and, with staff, makes a recommendation.
- The department determines if the performance of the proposed technology meets or exceeds the requirements of 410 IAC 6-8.1, 410 IAC 6-10, applicable standards and best practices of the department, and has a reasonable and substantial probably of satisfactory operation without failure. The department informs the applicant, in writing, of one of the following actions:
- General approval for use of the technology in Indiana;
- Approval for use of the technology in Indiana with conditions, such as: requirements for a pilot project; restrictions on the number and/or type of installations; sampling and analysis requirements for secondary treatment units; contingency plans such as set-aside areas for soil absorption fields; requirements for training; or requirements for O&M; or
- Denial of the use of the technology in Indiana.
The categories of technology new to Indiana that have been approved or are under consideration include components (siphons, pressure manifolds, etc.), secondary treatment units (recirculating gravel and media filters, aerobic treatment units, etc.), soil absorption fields (chambers, sock pipe, subsurface drip, etc.), and drains.
