Electricity Industry

The Commission, through its Energy Division, monitors and evaluates regulatory and policy initiatives affecting the electricity industry, as well as reviews and analyzes regulatory proceedings initiated by Indiana’s electricity utilities. These proceedings can be complex, sometimes taking 12-18 months to complete. These proceedings include, but are not limited to, rate changes (including quarterly fuel adjustment costs, environmental compliance cost reviews, and general rate changes), certificates of need for new power plants, demand side management (DSM) programs, service area matters, renewable energy and conservation initiatives, and integrated resource planning (IRP). The Energy Division also monitors and reviews U.S. EPA rulemakings.

The Research, Policy, and Planning Division provides research and technical support to the Energy Division and the Commission, focusing on federal and state policy and legislation that may impact Indiana utilities and ratepayers. Jurisdictional and Withdrawn Utilities

Certain utilities may withdraw from some aspects of Commission regulation, such as rates, charges, and financing. The Commission retains authority over all Indiana electric utilities regarding service territories and new generation facilities.

  • Viewing the Map

    The electric service territory map can be viewed by visiting IndianaMap.org or by clicking the link below. To locate the map from the IndianaMap.org website, scroll down to the Data Categories section and select “Utilities, Communication.” Then, click on “Electric Service Territories (IURC).”

    Zooming in and out can be accomplished with your mouse wheel or by using the tool on the right side of the map. There, you can also find options to drop a point and/or draw a line or area on the map. The tools on the left can be used to filter, translate or download different file types.

  • Obtaining Shapefiles

    Users can download shapefiles of the electric service territories from IndianaMap’s layer gallery here. On the site, click the “Download” button and then scroll down until you see “Shapefile.” New shapefiles are posted periodically throughout the year.

  • Editing the Service Territory Map

    After the Commission has approved a change to a service territory boundary, the utilities involved are responsible for editing the map. Submission of edits is restricted to users authorized by the Commission. Users must complete and submit this form to obtain a username and password. Users who were provided with a username and password prior to Nov. 1, 2014, must obtain new credentials due to the conversion of a new mapping application. Once authorized, the user will be sent login information via email.

    First-time users of this new application must obtain a new username and password by submitting this form.
