UTILITY ANALYST

 

The Indiana Utility Regulatory Commission (IURC) seeks a Utility Analyst in the Energy Policy division with an Electrical Engineering / Power Engineering Degree or a related degree. The Analyst will serve as an advisor to the Commissioners and will work with a dynamic and diverse staff of regulatory experts.  The position is based in Indianapolis, Indiana.

ROLE

·          Provides oversight and strategic direction to the regulatory activities and professional staff in the area of energy economic regulation. 

·          Works closely with Commissioners, other Divisions, and will report to the Director of Energy Policy.

·          Initially be primarily involved in case work including, but not limited to, rate cases, proposals to build power plants and attendant transmission facilities, environmental modifications to existing power plants to meet clean-air standards and anticipated carbon requirements, recovery of costs related to utility participation in wholesale power markets, demand-side management cases, and analysis of utility specific and regional “Integrated Resource Planning.”

·          Will be involved in the monitoring of power plant construction, demand-side management implementation, implementation of advanced metering technologies, and analysis of distribution reliability matters.

·          Because of the substantial overlap of case analysis and other Commission responsibilities, the Utility Analyst may also have interaction with the Federal Regulatory Commission, state organizations involved with Regional Transmission Organizations (both the Midwest ISO and the PJM), and federal/ state policymakers.

·          Expected to work on natural gas related matters at the federal and state levels.

·          Will work in a team environment 

·          Provides mentoring to colleagues on areas of expertise.   

 

DESIREABLE QUALIFICATIONS

·          Bachelors degree in power or electrical engineering is strongly preferred.  However, consideration will be given to a bachelors degree in electric engineering technology or other engineering degrees that have significant course work in electrical / power engineering, Relevant work experience or a graduate degree are desired.

·          Demonstrated experience working in the utility industry, public utility regulation, or working with industry representatives, advocacy groups, federal and state governments, and elected officials is also desirable.

·          Demonstrated skill in planning and managing complex issues and projects is required.

·          Excellent communications skills are necessary.

·          Understanding power system operations and the engineering of power generation, transmission, and distribution is essential.

·          Understanding the technologies of load control, advanced metering, and environmental controls are desirable.

·          Understanding RTO operations and facilitated markets, federal energy policy, antitrust policy, demand-response, rate design, utility operations, planning for energy utilities, and other aspects of energy markets would be desirable.
