A Message to Senate District 32 Residents Concerning Property Taxes
Your concern and attention toward the property tax issue is truly appreciated. There is a “property tax crisis” in our state and it must be fixed.
In addition to short term relief to cope with our current property tax bills there must be a long term solution to drastically reduce or completely eliminate property taxes. Everything should be “on the table” for consideration, including a repeal of property taxes, as we look to resolve this unacceptable situation.
As you know, property taxes are set at the local level, collected at the local level and spent at the local level. More than 50% of property taxes go to public schools.
This year the legislature gave local officials the tools to shift from property taxes to Local Option Income Taxes, which may be used to fund local government operations and replace local governments’ dependence on property taxes. Neither of these may exceed 1 percent of taxpayers’ income.
Legislation this year also created the County Boards of Tax and Capital Projects to review all local government and school construction projects. Local boards include city and county government, schools, the county auditor and two citizens elected by voters. Their purpose is to keep important cost-containment decisions on the local level and to help prevent too many costly government construction projects from overburdening property taxpayers.
The legislative Commission on State Tax and Financing Policy is now conducting public hearings to focus exclusively on the property tax crisis. The Commission on State Tax and Financing Policy will continue discussing this issue Monday at 1 p.m. in room 404 of the Statehouse. Topic for the next meeting is the possibility of eliminating property taxes. I would welcome a special session, which has to be called by the governor, to address short and long-term solutions. The special session, however, needs to be short and to the point. My preference would be a one day session.
It is time for the four legislative caucuses to come together, put partisanship aside and solve this crisis once and for all. I stand ready to do all that I can to reach this goal.
