Indiana CHOICE Program
As of January 1, 2012, Indiana has a voluntary clean energy portfolio standard. This program, which will provide incentives to the state's utilities to voluntarily increase the amount of renewable energy resources in their electricity portfolios. The program is now called the Comprehensive Hoosier Option to Incentivize Cleaner Energy, or CHOICE. Electric utilities that sign up for the program agree to use an average of 4 percent of their total electricity supplied to their customers from renewable sources from 2013 to 2018. Beginning in 2019, these CHOICE program utilities will increase that number to 7 percent, and in 2025 they agree to have 10 pecent renewables in their portfolios.
The CHOICE program is a result of Indiana's Clean Energy Law passed by the Indiana General Assembly and signed by Governor Daniels last year. In addition to creating the voluntary clean energy portfolio standard, the Clean Energy Law names 21 renewable energy sources that can be applied to this standard.
The new law itself is quite involved, and there are quite a number of stipulations and requirements of utilities that agree to participate in the CHOICE program. The Indiana Office of Energy Development has created the following FAQ in order to help Hoosiers understand this new clean energy program.
The Indiana CHOICE program, as part of Clean Energy Law was subjected to the rulemaking process of the Indiana Utility Regulatory Commisson (IURC).
