Governor Daniels has often stated, "If you're not keeping score, you're just practicing." Prior to the creation of the Office of Management and Budget (OMB) in January 2005, Indiana state government had no performance measurement system. Few state agencies reported the results being produced with Hoosier tax dollars. As a result, the Government Efficiency and Financial Planning group within OMB worked with every executive branch agency to create outcome-based performance measures that are reported quarterly. Now citizens have a straightforward means to monitor the success (or lack thereof) of publicly funded programs.
