In utility regulatory matters, Indiana law charges the Indiana Office of Utility Consumer Counselor (OUCC) with representing the interests of all utility customers. The OUCC is committing more resources than ever before to understanding the interests of commercial customers.

Indiana Utility Consumer Counselor
The Indiana Office of Utility Consumer Counselor (OUCC) is the state agency representing ratepayer interests in utility regulatory matters. These primarily involve state-level proceedings before the Indiana Utility Regulatory Commission (IURC), but also involve federal utility regulatory matters as warranted.
The OUCC’s 51-member staff includes attorneys and technical experts (such as engineers, economists and accountants) who participate in formal cases, along with external affairs and consumer services representatives.
The agency now includes a small/medium business representative who can work with businesses on the unique issues they may be facing.
Created by the Indiana General Assembly in 1933, the OUCC is the oldest state agency of its type in the United States. The agency’s director, the Utility Consumer Counselor, is appointed by the Governor and serves a four-year term.
To represent all Indiana consumers with integrity and professionalism in ensuring quality, reliable utility services at the most reasonable prices possible through dedicated advocacy, consumer education and creative problem solving.
