Uncontrolled discharge from the operation of commercial boats has a wide impact on Indiana water quality. The Indiana Department of Environmental Management (IDEM) and the United States Environmental Protection Agency (U.S. EPA) are working to reduce the risk from these discharges and improve water quality throughout the state.
U.S. EPA will issue the permit, which falls under the National Pollutant Discharge Elimination System (NPDES) program. IDEM will review the permit to certify that activities authorized by the document will not violate any applicable state laws or water quality standards in order to maintain the physical, chemical and biological integrity of Indiana's waters.
"IDEM is committed to protecting Hoosiers and the environment," said Thomas Easterly, IDEM commissioner. "The establishment of the new permit will help commercial boating companies make bodies of water safer for recreational use, such as swimming."
The permit, which applies to commercial vessels over 79 feet long, requires operators to apply common sense management practices, such as use of non-toxic soaps, proper handling of oils and other harmful materials, and limiting bilgewater production. All commercial fishing vessels and commercial vessels less than 79 feet are excluded unless they discharge ballast water.
In order to comply with the program, operators should check with U.S. EPA for registration requirements and regulations applying to their vessel.
"Proper engine and boat maintenance, as well the establishment of environmentally-friendly habits, can make a large positive impact on Indiana water quality," said Bruno Pigott, assistant commissioner of IDEM's Office of Water Quality. "While the new permit only applies to commercial vessels, all boaters can help make a difference."
Recreational boaters do not fall under the requirements of the permit but they can still help protect water quality. All Hoosier boaters are encouraged to establish good habits to make a difference in Hoosier water quality. Utilizing boat pumpouts, as well as other programs sponsored by IDEM and the Indiana Clean Marinas project can help Indiana's waterways continue to improve.
