Chief Information Officer 

Serving as the first Chief Information Officer for the secretary of state’s office, Vinnie Rao brings 17 years of information systems management experience in the private sector as a director, consultant and engineer.

Rao earned two master’s degree – a master’s engineering from the South Dakota School of Mine and Technology as well as a master’s in information exchange and management from Indianapolis University Purdue University in Indianapolis.

Rao previously served as the principal consultant at Cautela Institute of Informatics and Technology. While there, he managed all aspects of software development, logistics and human resources. He serves on the boards of the Indiana Health Care Policy Institute, Indiana Association of Hospice and Home Care and the Fairbanks Institute. He previously served on the boards for the Indianapolis Department of Public Works and the Economic Growth Council for the Greater Indianapolis Chamber of Commerce.

Vinnie enjoys volunteering as a mentor, hiking, fishing, gardening and reading history and macroeconomics. He lives in Carmel with his wife and two children.
