As described above, today at least 40% of State employees do not have computers at work and achieving meaningful communication with those employees is a challenge. We believe many of these employees have access to electronic communication at home and we plan to begin capturing home email addresses as our first step down this path. Ultimately, working with the Office of Technology we will also examine onsite alternatives such as computer kiosks and video streaming centers. After exploring and evaluating all alternatives we will implement the most cost effective solution to enable us to consistently reach at least 80% of all employees.
